Why Now

Every fast route into the EU has already closed. This is the one that hasn't.

In April 2025, the Court of Justice of the European Union ruled Malta's citizenship-by-investment scheme unlawful — the EU's last direct passport-purchase route. No EU member state now offers citizenship by investment, at any price. What remains, everywhere, is a residency-first pathway measured in years, not weeks.

Montenegro is not yet the EU

It's an official candidate country with a targeted accession date around mid-2028 — which is exactly why today's terms exist in their current, comparatively accessible form.

Two lawful entry mechanisms

A property purchase at or above a government tax-assessed value of €150,000, or formation of a Montenegrin company with a genuine director role — both lead to renewable Temporary Residency.

Five years to Permanent Residency

Continuous, compliant residency — with defined limits on time spent outside the country — converts Temporary Residency into Permanent Residency.

Said plainly: this is not a citizenship-for-sale scheme. Montenegro's own investment-citizenship programme is permanently closed, and Montenegro does not permit dual citizenship for naturalized citizens. What's on offer is residency, honestly built toward Permanent Residency — which is precisely why it isn't exposed to the legal vulnerability that shut down faster alternatives elsewhere.

Questions worth asking before you go further

Can I buy property now but not apply for residency yet?+
Yes. Ownership and the Temporary Residency application are two separate steps — you can hold the property as a dormant option and file for residency whenever your circumstances actually call for it. The five-year Permanent Residency clock only starts once you apply, so this doesn't cost you time, only optionality.
Does this lead to Montenegrin citizenship?+
Not directly. This pathway leads to Permanent Residency. Naturalization is a separate, later process that would require renouncing your original citizenship, since Montenegro does not permit dual citizenship for naturalized citizens — most clients hold Permanent Residency indefinitely rather than pursuing this.
What's Montenegro's actual income tax rate?+
It's progressive: 9% on monthly income up to €1,000, and 15% above that. Capital gains, dividends, and rental income are taxed at a flat 15%.
Is Permanent Residency guaranteed after five years?+
No — it's conditional on continuous, compliant residency, including strict limits on time spent outside Montenegro. We track this for you throughout, since it's the most common reason applications fail.
Can I work locally on property-based residency?+
No — it's non-working. Remote work for employers or clients outside Montenegro is unaffected.
Can I use a nominee director to avoid the €5,000 contribution?+
We don't offer or support this. Montenegro maintains a beneficial-ownership register, so it doesn't achieve genuine concealment — and it puts your underlying residency status at real risk. The director role we set up for you is always genuine.
